The Rawleigh Complex Reuse Study and
Opportunities Analysis was funded by a
U.S. Environmental Protection Agency
Brownfields Assessment Grant. The
Rawleigh Redevelopment Project Storybook
was funded with a U.S. Housing and Urban
Development Brownfield Economic
Development Initiative Grant.
Arts and Living Spaces will offer inspiring, affordable living for artists and creative
professionals. Freeport is just a short drive to an expansive arts market.

Powerhouse Restaurant offers dramatic 50 foot ceilings and the unique architectural features of
an old powerhouse: ideal space for a unique downtown restaurant, bar, and banquet facility.

Public Market / Ag Entrepreneurship Center
will include a year-round Public Market, and will
be equipped with facilities for farmers and agricultural entrepreneurs to add value to and
market their produce while meeting the city’s need for fresh local foods.

Heritage Excursion Rail is envisioned between Freeport and Dubuque, stopping in Galena.
Rail exhibits housed at the Rawleigh Complex would tell Freeport’s rich rail history.

New Economy Business Center will house established businesses and incubate new
entrepreneurial ventures. “Flex” space would offer state-of-the-art internet access and security.
